Gordon Carver is the Distance Learning Global Lead for GEMS Education Solutions, with a special focus on PPP policy, distance learning provision and education economics. Currently based in Ghana, he is leading a DFID-funded education innovation project for marginalised girls in remote villages. Recent client projects include the design of a senior high school voucher programme in the Philippines for the Asian Development Bank. He is a graduate of Trinity College, Cambridge and Yale University.
